This thereforerefers to a person in a household where:
the main source of heating is a solid-fuel boiler, fireplace, potbelly stove, air heater, kitchen stove, cooking stove, coal-fired cooker or solid-fuel tiled stove, fuelled by solid fuels, entered or reported to the central register of building emissions by 11 August 2022, or after that date – in the case of main heating sources entered or reported for the first time to the central register of building emissions.
A person who meets the above criterion may submit an application for preferential purchase to the local authority responsible for their place of residence. Such an application should include:
- the applicant’s first name and surname;
- the address of the household for which the preferential purchase is being made;
- the applicant’s email address or telephone number;
- the quantity of solid fuel for which the applicant is applying under the preferential purchase scheme;
- information on whether the applicant has already made a preferential purchase, specifying the quantity of solid fuel purchased under that preferential purchase;
- a declaration that neither the applicant nor any member of their household, for whose benefit the preferential purchase is being made, has purchased solid fuel for the 2022–2023 heating season, at a price lower than PLN 2,000 gross per tonne in a quantity at least equal to that specified in the regulations issued pursuant to Article 8(2): (this declaration is made under penalty of criminal liability for making false declarations under Article 233(6) of the Criminal Code)
The application may be submitted in writing or by electronic means within the meaning of Article 2(5) of the Act of 18 July 2002 on the provision of electronic services (Journal of Laws of 2020, item 344).
Where the preferential purchase of solid fuel is to take place in a neighbouring municipality or from another entity, it is necessary to submit to the commune head, mayor or city mayor an application for the issue of a certificate confirming the payment to the household of which that natural person is a member, or the positive consideration of an application for the payment of a coal allowance to that household. Such an application must be accompanied by the declaration referred to in point 6.
